What We’re Seeing on the Ground
🧠Commissioning Gaps Are Creeping South
Commissioning bottlenecks used to be a Nordics-only problem, but we’re now seeing the same talent gaps across Madrid, Milan, and parts of Portugal.
As delivery ramps in these regions, CxM/CxEng and IST Leads are in short supply, especially those with vendor-side experience and local RTW clearance.
🔒RTW is the New “Project-Ready”
Clients are tightening onboarding rules: if a consultant can’t legally work in-country, they’re not even getting a CV review.
We’re hearing it everywhere: “Send us someone local, compliant, and fast, or don’t send anyone.”
Global talent is still strong, but local + documentation-ready is now a strong request.
🔧 PMs Are Taking Back Talent Ownership
Delivery-side PMs are increasingly frustrated with old-school agency models.
They’re not asking for more CVs => they’re asking for less noise, more fit, and actual execution support.
“Can you brief candidates properly? Can you verify them before I waste time?”
The message is clear: precision beats volume.

Team Spotlight: Praxima Partners
Meet Praxima Partners
Operators who recruit. Not just recruiters.
Praxima isn’t your typical recruiting/staffing agency.
It was built by people who used to run the very projects they're now resourcing.
Ex–PMs and Ex-Directors from DC, pharma, and nuclear — now turning field experience into hiring&staffing precision.
Why clients trust them:
• They speak the same language as project teams
• They know what “project-ready” actually means
• They filter hard — and only send people who can execute
• They manage onboarding like it’s part of delivery
If traditional recruiting feels like noise, Praxima is the signal.
On the Ground: DTX London
One thing’s clear: the conversation is shifting: from what can we build to how do we deliver it reliably, at scale, and without margin erosion.
“It was a fantastic opportunity to meet delivery-side decision makers. We’re excited about new partnerships and how we can support execution from day one.”

Room-Ready Acceptance That Survives Disputes
📘 (ISO 9001:8.6 – Control of Deliverables)
Why it matters:
If your “handover” is based on a vague email or a site walk, you’re inviting trouble.
This is where cash flow dies — disputed snags, unclear evidence, and no formal trigger for the Employer’s payment obligations.
What works:
✅ A clear gate in the QA/QC process
✅ A named Evidence Pack in the CDE
✅ A defined approval window
✅ And a clause that prevents acceptance by default
Clause to copy or adapt:
“Room acceptance occurs only when the CDE Evidence Pack is reviewed and approved by the Employer’s Representative. The pack must include:
• ITP results that meet acceptance criteria
• Zero Category A and B snags (as defined in the QA Plan)
• Final as-builts, O&M manuals, and statutory certificates
• A Room-Ready checklist signed by the QA/QC Lead and the Commissioning Authority
Category C snags may remain open, but must have target close dates — and do not waive spec compliance.
Use or occupation of the space before formal approval does not constitute acceptance.
The Employer’s Rep has 5 Business Days to approve or reject in writing. Silence does not equal approval.”
Takeaway:
This clause gives you leverage. It anchors acceptance in objective facts, not opinions — and prevents passive approvals from becoming legal traps.
Until Next Week…
That’s it for now.
We’ll be back next week with sharper signals, industry moves, and talent updates from the field.
